CONDITIONS OF APPROVAL <br /> SA-95-14 <br /> Stockton Open Air Mall <br /> On July 19, 1995,the San Joaquin County Community Development Department approved SA-95-14 <br /> subject to the Conditions of Approval listed below. This approval will expire within 18 months of the <br /> date of approval unless (1) all Conditions of Approval have been complied with, (2) all necessary <br /> building permits have been secured and remain in force, and (3) all necessary permits from other <br /> agencies have been secured and remain in force. Unless otherwise specified, all Conditions of <br /> Approval must be fulfilled prior to the establishment of the use and the Issuance of any building <br /> permits. Those Conditions followed by a Section Number or other Statutory Requirement are based <br /> on Ordinance requirements. Ordinance requirements cannot be modified, and other Ordinance <br /> requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT: (Staff Contact: Richard Larrouy, 468-3142) <br /> a. APPROVED USE. This approval shall be for the construction of a 14,350-square-foot <br /> building to be used for a bingo facility, as shown on the revised Site Plan dated June 1, <br /> 1995. Except as otherwise noted below, this approval shall not modify any of the <br /> adopted Conditions of Approval for Use Permit Application No. UP-93-9. The hours of <br /> operation for the approved use shall comply with applicable State and local laws, <br /> including County Ordinance Sections 6-2400 through 6-2403, and in no event shall <br /> exceed the hours of operation of the existing open-air mall. <br /> b. BUILDING PERMIT. Submit a 'COMMERCIAL BUILDING PERMIT' application. The Site <br /> Plan required as a part of the building permit must be prepared by a registered civil <br /> engineer or licensed architect. This Plan must show drainage, driveway access details <br /> (including gates), on-site parking, landscaping, signs, existing and proposed utility <br /> services, and grading (refer to the'SITE PLAN CHECK LIST'for details). A fee is required <br /> for the Site Plan review. (Development Title Section 9-884) <br /> C. BUSINESS LICENSE. The applicant shall submit a Business License application prior to <br /> initiation of the approved use. (Section 701000 of the County Ordinance Code) <br /> d. STORM DRAINAGE. Any additional storm drainage runoff created by new improvements <br /> shall be conveyed to the site's existing public terminal storm drainage system. Approval <br /> for additional terminal drainage from the State Reclamation Board, the Sacramento-San <br /> Joaquin Drainage District, and other responsible agencies shall be submitted prior to <br /> issuance of building permits and prior to initiation of the approved use. The drainage <br /> pattern and corresponding storm drain improvements shall be shown on the Site Plan. <br /> e. SERVICES. The approved use shall be served by a public water system. On-site sewage <br /> disposal shall be permitted for the approved use, subject to approval from the <br /> Environmental Health Division of Public Health Services. <br /> f. TRASH ENCLOSURE. Any outdoor trash bins shall be kept in an enclosure with solid <br /> masonry walls on three sides and gated on the fourth side.
