If the carnival is to remain on a permanent <br /> basis, it is classified as"Recreation,outdoor entertainment"and is not permitted in the I-L zone. <br /> Time Extension <br /> The applicant is requesting a one-year time extension to allow additional time to meet the conditions of <br /> approval. Development Title Section 9-881.4(c) provides for a one-year Time Extension only for development <br /> applications. <br /> The Community Development Department is recommending denial of the one-year time extension request <br /> because the site has existing enforcement violations that have not been resolved. In particular, the Stockton <br /> Open Air Mall has a truck driving school and carnival operating on the site without the benefit of permits.
