Recommendations
Action
It is recommended that the Planning Commission:
1. Approve the Negative Declaration;and
2. Approve Site Approval No. SA-00-56, for the storage/retail buildings and a caretaker mobile
home only, with the Findings and Conditions of Approval contained in the staff report.
Findings
1. The proposed use is consistent with the goals, polices, standards, and maps of the General Plan, any
applicable Master Plan, Specific Plan, Special Purpose Plan, and any other applicable plan adopted
by the County.
• This finding can be made because storage/retail buildings may be conditionally permitted
in the I-US.7 zone, and a caretaker mobile home is permitted as an accessory use to an
open air mall pursuant to Development Title Section 9-504.4.
2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary
facilities have been provided, and the proposed improvements are properly related to existing and
proposed roadways.
• This finding can be made because the project site currently utilizes on-site waste
disposal and is served by a public water system, and any necessary road improvements
will conform to the standards of the Department of Public Works.
3. The site is physically suitable for the type of development and for the intensity of development.
• This finding can be made because the Plan demonstrates that all requirements of the
zone can be met.
4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be
injurious to the property or improvements of adjacent properties.
• This finding can be made because an Initial Study prepared for this project found no
potentially significant environmental impacts.
5. The use is compatible with adjoining land uses.
• This finding can be made because the addition of metal storage/retail structures to an
existing open air mall is compatible with surrounding land uses.
San Joaquin County SA-00-56\Stockton Open Air Mall
Community Development Page 5
