Improvement Plan because full public services were not available on the subject parcel. <br /> (Development Title Section 9-505.5[a][3]) <br /> On July 19, 1995, the Community Development Department approved Site Approval No. <br /> SA-94-15 which permitted the construction of a 14,350 square-foot building to be used <br /> for a bingo parlor. However, on January 27, 1997, the Site Approval expired, and the <br /> building has never been constructed. <br /> ANALYSIS <br /> The Conditional Zoning 1-US.7 only permits the property to be used as an open-air mall <br /> and a bingo parlor. Therefore,the proposed truck driving school and storage of four trailers <br /> not permitted. In order to establish this use, an approved Zone Reclassification to change <br /> the Conditional Zoning is necessary. <br /> A caretaker mobile home is permitted as an accessory use to the open-air mall and is <br /> required to be placed on a temporary foundation. Currently,there is a recreational vehicle <br /> being used for caretaking purposes. Recreational vehicles are not permitted to be used in <br /> that capacity, and shall be required to be removed from the property. <br /> Although Site Approval applications are usually reviewed at staff level, this particular <br /> project has been scheduled for a public hearing before the Planning Commission on <br /> December 21, 2000. <br /> The Community Development Department has reviewed this application and will be <br /> recommending that it be approved by the Planning Commission with the following <br /> Conditions of Approval: <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements <br /> shall be fulfilled prior to the establishment of the use and the issuance of any <br /> building permits. Those Conditions followed by a Section Number have been <br /> identified as ordinance requirements pertinent to this application. Ordinance <br /> requirements cannot be modified, and other ordinance requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Jeff Fisher, 468-9653) <br /> a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING <br /> PERMIT'. The Site Plan required as a part of the building permit must be prepared <br /> by a registered civil engineer or licensed architect. This Plan must show drainage, <br /> driveway access details including gates, on-site parking, landscaping, signs, <br /> existing and proposed utility services, and grading (refer to the "SITE PLAN CHECK <br /> LIST' for details). A fee is required for the Site Plan review. (Development Title <br /> Section 9-884) <br /> b. APPROVED USE: This approval is for the construction of twenty-four (24) <br /> storage/retail buildings (total - 82,100 square-feet) at an existing open-air mall and <br /> one (1) caretaker mobile home on a temporary foundation as shown on the Site <br /> Plan submitted September 26, 2000. The proposed truck driving school and <br /> storage area for four trailers shall not be permitted. <br />
