FININGS FOR SITE APPROVAL <br /> PA-1900261 <br /> SMS BRINERS,INC./STRATEGIC LAND PLANNING <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Pian, Specific Plan, and Sp¢cial Purpose Plan, and any other applicable plan <br /> adoptetl by the County. <br /> This finding can ba made because the expanslon of an Agriculture Processing — Food <br /> Processing us® type may b¢ conditionally permitted in the AG-40 (G¢neral Agriculture, 40 <br /> acre minimum) zona with an approved Use Permit appllcatlon. The proJact alta has a <br /> General Plan designation ofi A/G (General Agriculture), and th¢ AG-40 zone is an <br /> implementing zona for this designation. Tha proposed agriculture processing expanslon is <br /> consistent with the goals, policies, standards and maps of the Ganaral Plan, and there are <br /> no Master Plans or Specific Plans in the vicinity. <br /> 2. Adequate utilities, roatlway improvements, sanitation, water supply, drainage, antl other necessary <br /> facilities have bean provided, and the proposed improvements are properly related to existing and <br /> proposetl roadways. <br /> This finding can be made because adequate utilities, access roads, sanitation, drainage, <br /> and other necessary facilltles have been provided and the proposed Improvements are <br /> properly r¢lat¢d to existing and proposed streets and highways.Th¢ project sit¢ is already <br /> served by an on-alta wall. Construction of an onsite wastewater treatment system is <br /> required, und¢r permit and inspection by th¢ Environm¢ntal Health O¢paRment, as a <br /> Condition of Approval. The Department of Public Works is requiring the developer to <br /> provide drainag¢facilities that meet the requirements ofi San Joaquin County Development <br /> Standards for th¢ runoff attributed to this appllcatlon. <br /> Additionally,the private roadway accessing the parc¢I from East Stat¢Route 4 Highway has <br /> been Improved and provides a durable, dust-free travel surtace. The applicant is able to <br /> reduce the number of required additional parKing spaces from 176 parking spaces to 1'16 <br /> parking spaces pursuant to Development Title Section 9-1018.9 because the proposed <br /> buildings era to ba used for storage with no additional employees being anticipated. <br /> 3. The site is physically suitable for the type of developm¢nt and for the inkensity of tlevelopment. <br /> This finding can ba mad¢ because th¢ prop¢rty is 66.38 acres and of adequate size and <br /> shape to accommodate the proposed use and all yards, builtling coverage, setbacKs, <br /> parKing areas and other requirements of the Development Title. <br /> 4. Issuance of the permit will not be significantly detrimental to th¢ public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> This finding can be mad¢ because an Initial Study prepared for this proJact found no <br /> potentially significant anvlronmental Impacts. <br /> 5. The use is compatible with adjoining land uses. <br /> This finding can be mad¢ because the propos¢d us¢ will not intertere with nor alter the <br /> current land uses on adjacent properties. The adjacent parcels era primarily ag rlcultural <br /> with scattered residences,and the nearest residence is located 2,590 f¢et west of the project <br /> site. Th¢ proposed use may be conditionally permitted In the AG-40 (Ganaral Agriculture, <br /> 40 acre minimum)zone subject to an approved Us¢ P¢rmit application. <br /> PA-'190026'1 - Findings 1 <br />
