RESPONSE PLAN-PAGE 2
7 VI. LEAK INTERCEPTION AND DETECTION SYSTEM
Tills inf irmazion is required gAu for motor vehicle fuel UST systems constructed per the Altemale ConstructiOn Requirements of 23 CCR§2653,and only if the Leak
Interception and Detection System(LIDS)does not meet the volumetric requirements of 23 CCR§2631(4)(1) through(S) (i.e., when accounting for rainfall and
backfill material,the secondary containment volume is less than 100%of primary tank volume for a single UST;or in the case of multiplo USTs in shared secondary
containment,150%of the largest primary tank volume or 10%of aggregate primary tank volume,whichever is greater).
ATTACH AN ADDITIONAL PAGE TO TI•I15 PLAN CONTAINING THE FOLLOWING INFORMATION:
D The volumeofthe LIDS in relation to die volume of the primory,conteinori
Y The amount ON=the LiDS shall provide coniAnnrent related to the time between detection of an unauthorized release and cleanup of the leaked subatanec;
Y The depth from the bottom of the LIDS to the highest anticipated level of groundwater,
> The nature of the unsaturnred soils under the LIDS and their ability to absorb contaminants or to allow movement ofeonlaminants;
D The rnetbods and scheduling for removal of all hazardous substances which may have been discharged from primary contaltiment and ere located in the
unsaturated Soils between the Rrimury conrain nartt and groundwater,including the LIDS sump.
VII. REPORTING AND RECORD IKEEPING
We will teporthecord any overfill,spill,or unsudlorizcd rdrasc from a UST system as indicated in this plan-
Recordable e[eases; Arty unwtharlrod release from primary Containment which the UST operator is able to clean up within eight(B)hours after the release was
detcc[ed ors ould reasonably have been detected,and which docs not escape from secondary containment,does not increase the hazard of Fre of explosion,and does
not cause any deterioradrnt of secondary containment,must be recorded fn the Fxility's monitoring records. Monitoring records must include!
D The UT operators name and telephone number,
D A list o'f the types,quantities,sed concentrations of harerdoua substances released;
Y A description ofthe actions taken to control and clean up the release;
D The mgthOd acid locatipn of tllaposai of the released lranrdous substances,and whether a hazardous waste manifest was or will be used;
D A description of actions taken to repair Chc UST and to prevent future ccleaser,
+ A Baseoliption of the method used to reactivate interstitial monitoring after replacement or repair of primary containment,
Reportable Etcicases; Any ovcirfill,spill,or unauthorized release which escapes from secondary containment(or primary containment if no secondary contitinment
Crisis),fhoreasea the hazard of fire or explosion,or causes any dctenartitiott of secondary contafmgent is a reportable releusm Reportable releases are also recordable.
Within 24 hours after a reportable release has been detected,or should have been detected,we will notify the local agency administering tho UST program of the
release,investieAte the release,and take itmmcdlaic measures to stop the release• lrnecessary,or ifrequired by the local agency remaining stored product/wasie will
be removed ff t)m the UST to prevent further releases or facilitate corrective action, [fan emeigency exists,we will notify the State Office Of kmergcncy Services.
Within five( working days of a reportable release,we will submit t0 the local agency a ftil l written report containing all of the following information to the extent
that die informtion is known at the time of tiling tho report
D The UST owners or operator's name and telephone number;
Y A list of the types,quantities,and concentrations of hazgrdous materials released;
Y The approximate date of the release;
D The date on which the release was discovered;
v The date on which the release waa stopped;
D A doscripllon of actions taken to control and/or stop the release;
Y A description of corrective and remedial actions,including investigation;which were undertaken and will be conducted to determine the nature and exferu of
Soil,ground wytnr or surif4ce water contamination due to die releases
3p The mcthad(s)of cleanup Implemented to date,proposed cleanup actions,and a schedule for implementing the praposcd aczior>s;
> The mcthod(3)and lacatioh(S)of disposal of released hazardous trtaterW.,and any contaminated soils,groundwater,or surface water.
➢ Copies of any hazardous waste manifest3 used tbrofl site transport of hazardous waste:associated with clean-trp activity;
Y A description of proposed methods for Say repair or replacement of UST system primary/secondary containment syatcros;
Y A description of additional actiarus lakcn to prevcnr future releases-
We will follow the reporting procedures described above if any of the following conditions occur'
D A recordable unauthorized release can not be cleaned up or is still under investigation within eight(g)hours ofdetection;
D Released hazardous yubstances are discovered at the UST Site or in the surrounding area;
Y Unusual operating conditions are observed,including erratic behavior of product dispensing equipment,sudden loss of product,or the unexplgined presence of
water in the tank,unless system equipment is found to be defective and is immediately repaired or replaced,and no leek has occurred;
D Monitoring results from UST system monitoring equipment/methods indicate that a release may have occurred,unless the monitoring equipment is found to be
defective and is immediately repaired,recalibrated,or replaced,and additional monitoring does not confirm the initial results,
Record Retention; Monitoring records and written reports of unauthorizcd releases mwt be maintained on-site(or off-sire at a readily availabic location,if approved
by the local agency)for at least 3 years. Hazardous waste shitrpfng/disposal records(e.g„manifests)must be maintained for at least 3 vest.from the date of shipment.
