Wildwood LNG Demonstration Facility
50 ppmv NO,, at 15% Oz
4,000 ppmv CO at 15% 02
250 ppmv non-methane hydrocarbons (NNMC) at 15% 02
An application for a BACT air permit has been sent to SJVAPCD and is being processed.
According to SJVAPCD staff the processing time for reviewing permit applications is about six
weeks.
In addition to air emissions resulting from the process itself, attention will be given to the
potential for dust that could be generated during construction or as part of the LNG truck traffic
to and from the site.
9. CONSTRUCTION PERMITTING
Following the successful completion of the environmental permitting process and site approval
by the San Joaquin County Community Development Department, final construction drawings
will be submitted to the San Joaquin Community Development Department, Building and Safety
subsection for review and issuance of the appropriate structural, civil, and electrical construction
permits. This may include a site walk by the department representatives and a plan check of the
required documents. In addition, the plan check review process will necessarily involve the local
fire authority to ensure that all applicable fire codes have been adhered to.
Encroachment permits for the gas pipeline undercrossirg of Wildwood Road as well as the
project access driveway aprons will be obtained from the San Joaquin County Department of
Public Works.
10. PROJECT SCHEDULE
The site approval and air permitting will begin immediately. It is anticipated that the site
approval process review may take from 30 to 45 days. The air permit expected within a similar
time period. Project discipline drawings will be submitted for plan check and construction
permits so as to receive final approval to start constniction coincident with the receipt of
environmental (air) permit application approval. Similarly, encroachment permits will also be
obtained within this time. The fabrication of equipment is nearly completed and delivery to the
site will be made as soon as practical. Once the permitting process is complete, it is expected
that a 5-week construction period will be required to develop the site. Operation of the facility
will begin as soon as construction, commissioning, and start-up activities are complete.
AES Construction Group
Page 18
