PA-0400666 AND ZONE <br /> RECLASSIFICATION APPLICATION NO. PA-0400668 OF MARY NORDMAN, <br /> ETAL (APN: 015-020-61; 19730 N. WINDWOOD DRIVE, WOODBRIDGE) <br /> The applicant has submitted the above referenced General Plan Amendment application to <br /> change the General Plan designation of the southern 11-acres of a parcel from A/UR <br /> (Agriculture/Urban Reserve) to R/L (Low Density Residential) and Zone Reclassification <br /> application to change the zoning from AU-20 (Agriculture-Urban Reserve, 20-acre minimum lot <br /> size) to R-L (Low Density Residential). The southern portion of the parcel is currently vacant. <br /> The northern portion of the parcel contains wastewater evaporation/percolation ponds of the <br /> Woodbridge Sanitary District. The parcels to the south of the project site are residential and are a <br /> part of the subdivision created in 1990. These parcels have a General Plan designation of R/L <br /> (Low Density Residential) and a zoning of R-L (Low Density Residential). The parcel to the east <br /> of the project site has more wastewater ponds of the Woodbridge Sanitary District and has a <br /> General Plan designation of A/UR (Agriculture/Urban Reserve) and a zoning of AU-20 <br /> (Agriculture-Urban Reserve, 20-acre minimum lot size). To the west of the project site is a parcel <br /> used for agriculture with a General Plan designation of A/UR (Agriculture/Urban Reserve) and a <br /> zoning of AU-20 (Agriculture-Urban Reserve, 20-acre minimum lot size). <br /> The project site is located at the northern terminus of Windwood Drive, 100 feet north of the <br /> intersection of Windwood Drive and Riverwood Drive in Woodbridge. <br /> The Community Development Department has reviewed the proposed General Plan Amendment <br /> and Zone Reclassification and offers the following comments: <br /> Background <br /> In 1990, on the subdivision to the south of the project site, the current applicant of this project <br /> received a General Plan Amendment (GP-89-20) and Zone Reclassification (ZR-89-25) to <br /> change the General Plan designation from A/G to R/L, and to rezone the property from AL-5 and <br /> AG-40 to R1-U. A Major Subdivision application (SU-89-26) to create a subdivision of 126 lots <br /> was subsequently approved in 1990. An Environmental Impact Report was prepared for that <br /> project and addressed potential land use conflicts due to incompatible land uses. <br /> The Conditions of Approval for Major Subdivision (SU-89-26) stated that the subdivision shall be <br /> buffered from the Woodbridge Sanitary District sewage treatment plant to the north by a 200-foot <br /> by 200-foot area to mitigate for odors originating from the treatment plant and the wastewater <br /> ponds. <br />
