-2- ` <br /> Urban Community and Criteria <br /> Urban communities, by definition, encompass existing incorporated cities and unincorporated <br /> communities. The project site is located within the recognized Urban Community of Woodbridge. <br /> For any new or existing development in an Urban Community, full urban services, including <br /> community wastewater treatment, water, and stormwater drainage must or can be made <br /> available. <br /> For a parcel to have the Low Density Residential General Plan designation, the following three <br /> criteria must be met(Residential Development Policy 1(c), General Plan Volume I, Page IV-18): <br /> 1. Density: Two (2) to six (6) primary dwelling units per gross acre and a population density <br /> of 6 to 18 persons per gross acre. <br /> 2. Typical Housing Type: Detached, single family dwelling units. <br /> 3. Locational Criteria: Appropriate for single-family neighborhoods. <br /> General Plan Policies <br /> In order to approve the General Plan Amendment and Zone Reclassification, the Planning <br /> Commission and Board of Supervisors will have to determine that the internal consistency of the <br /> General Plan is maintained in adoption of the proposed General Plan Amendment and Zone <br /> Reclassification. The proposed change must be consistent with all of the various General Plan <br /> goals, policies, objectives, and implementation measures. <br /> Residential Development Policy 1(c)(1) (General Plan Volume I. Page IV-18) <br /> Density: 2 to 6 primary dwelling units are allowed per gross acre. <br /> • A 30-lot major subdivision is proposed for this 11-acre portion of the parcel. The <br /> density is 2.7 dwelling units per acre which falls within the guideline set forth in <br /> the General Plan. <br /> Residential Development Policy 1(c)(3) (General Plan Volume I. Page IV-18) <br /> Locational Criteria: Appropriate for single-family neighborhoods. <br /> • This parcel is located within the urban community of Woodbridge. This parcel <br /> currently has a General Plan designation of A/UR (Agriculture/Urban Reserve) <br /> which is considered in areas expected for urban development. Adjacent to the <br /> project site on the south is a subdivision with the General Plan designation of R/L <br /> (Low Density Residential)and zoning of R-L (Low Density Residential). <br /> Infrastructure Services <br /> Wastewater Treatment Policy 2 (General Plan Volume I. Page IV-61) <br /> Within General Plan designated urban communities, public wastewater treatment <br /> systems are required. <br /> • A "will serve" letter/agreement has been provided from the Woodbridge Sanitary <br /> District for thirty(30) sewer connections. <br />
