-3- <br /> Water Supply Policy 2 (General Plan Volume I Page IV-63) and Stormwater Drainage Policy <br /> 1 (General Plan Volume I, Page IV-67) <br /> Within General Plan designated urban communities, public water systems are required. <br /> A minimum requirement is to have a public drainage system with terminal drainage <br /> unless a Master Drainage/Special Purpose Plan permits retention ponds. <br /> • The parcel is outside of the service area for public water and stormwater <br /> drainage systems provided by the Mokelumne Acres Maintenance District <br /> through the County. The applicant must work with the Department of Public <br /> Works to try to annex into the District in order to obtain these services. This <br /> project cannot be scheduled to be heard before the Planning Commission until <br /> public serves can be obtained for water and stormwater drainage. <br /> Environmental Impact Report <br /> The Environmental Impact Report (EIR) prepared for Major Subdivision (SU-89-26) to the south <br /> of the current project site is now sixteen (16) years old, and thus, not valid for the purposes of this <br /> new project. The current proposed project is being considered as a stand-alone project, and will <br /> not require an EIR. <br /> Buffer Zone for Sewage Treatment Plant <br /> The Conditions of Approval for the Major Subdivision to the south of the proposed project <br /> required that a buffer zone be created between the sewage treatment plant and the subdivision to <br /> mitigate for any possible odors. For the current project, the Woodbridge Sanitary District states <br /> that any odors emanating from the wastewater ponds are not expected to impact the proposed <br /> subdivision because the prevailing winds come from the northwest heading southeast. <br /> Therefore, a condition requiring a buffer between the sewage treatment plant operations and the <br /> proposed development will not be needed. <br /> Planning Commission <br /> The applications for the General Plan Amendment and Zone Reclassification are tentatively <br /> scheduled to be heard before the Planning Commission on January 6, 2005. However, before <br /> the Planning Commission can hear this project, the parcel must be able to be annexed into the <br /> Mokelumne Acres Maintenance District to obtain public services for water and stormwater <br /> drainage.
