PA-0600310 OF THE JOE AND BETTY <br /> CHAMPION TRUST (C/O GREGORY A. BRICE, SR.) (APN: 117-060-40; <br /> ADDRESS: 2402 N. WILSON WAY, STOCKTON) <br /> This project is a Site Approval pre-application to use 2100 square feet inside an existing office <br /> building for a neighborhood church. (Use Type: Religious Assembly-Neighborhood) This project <br /> began as an enforcement case for operating a church without the required land use permits. <br /> The project is located on the east side of N. Wilson Way, 475 feet north of E. Stewart Street, in <br /> Stockton. <br /> Parking/Access <br /> Development Title Section 9-1015.3 requires 0.33 parking spaces for each parishioner. The <br /> application indicates that there will be a maximum of 45 parishioners. Therefore, a minimum of <br /> fifteen parking spaces must be provided, including at least one van accessible space. <br /> In addition, Development Title Section 9-1015.5(h) states that access driveways must be 25 feet <br /> wide for two-way aisles and 16 feet wide for one-way aisles. The parking area must be designed so <br /> that a vehicle within the parking area will not have to enter a public street to move from one <br /> location to any other location within the parking area. All access from a public street or alley must <br /> be designed so that motor vehicles leaving the parking area will enter the street traveling in a <br /> forward direction. These requirements affect parking spaces 1-12 as shown on the site plan dated <br /> May 26, 2006. <br /> It appears that the size of the project parcel does not physically permit locating fifteen spaces on <br /> site. Development Title Section 9-1015.4(b) permits parking spaces to be within three hundred feet <br /> of the lot on which the main building is located. The applicant will need to enter into a reciprocal <br /> parking agreement with the neighboring landowner(s) that indicates the church can use their <br /> parking spaces for as long as the church is at this location. The agreement must be recorded. The <br /> off-site parking spaces cannot be spaces required for off-site uses. <br /> 1 <br />
