CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 74-290 <br /> NPDES NO. CA0078069 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> LODI VINTNERS, LTD. <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley <br /> Region, (hereafter Board) finds that: <br /> 1. Lodi Vintners, Ltd. , submitted a report of waste discharge, No. <br /> CA0078069 , dated 10 July 1973. <br /> 2. Lodi Vintners, Ltd. , proposes to discharge an average of 0. 30 MGD <br /> of waste cooling water into the Mokelumne River, a water of the <br /> United States, at a point in the NW4 of Section 36, T4N, ME, <br /> MDB&M, in the town of Acampo during the months of August, Septem- <br /> ber, October, and November. <br /> 3 . Lodi Vintners , Ltd. , proposes to discharge a maximum of 50, 000 <br /> gallons per day of stillage wastes , floor washwater , and fer- <br /> mentation tank washwater into evaporation/percolation ponds during <br /> the same period. <br /> 4. The discharge of Lodi Vintners, Ltd. , is presently governed by <br /> waste discharge requirements Order No. 58-543 adopted by the <br /> Board on 21 November 1958. <br /> 5. The Board adopted an Interim Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin on 1-5 June 1971 . The Interim <br /> Plan contains water quality objectives for the Mokelumne River. <br /> 6. The beneficial uses of the Mokelumne River are agricultural sup- <br /> p11,; recreation; esthetic enjoyment; and preservation and enhance- <br /> ment of fish, wildlife, and other aquatic resources. The bene- <br /> ficial uses of local groundwater are domestic and agricultural <br /> supply. <br /> 7. Effluent limitation, and toxic and pretreatment standards estab- <br /> lished pursuant to Section 301 , 302, 304, and 307 of the Federal <br /> Water Pollution Control Act and amendments thereto are applicable <br /> to the discharge. <br /> 8. The Board has notified the discharger and interested agencies and <br /> persons of its intent to prescribe revised waste discharge require- <br /> ments for the discharge, and has provided them with an opportunity <br /> for a public hearing and an opportunity to submit their written <br /> views and recommendations. <br /> 9. The Board in a public meeting heard and considered all comments <br /> pertaining to the discharge. <br />
