This order shall serve as a National Pollutant Discharge Elimina- tion System Permit pursuant to Section 402 of the Federal Water Pollution Control Act, or amendments thereto, and shall take ef- fect at the end of ten days from the date of hearing, provided the Regional Administrator has no objections. IT IS HEREBY ORDERED, Lodi Vintners , Ltd. , in order to meet the pro- visions contained in DiviE;.on 7 of the California Water Code and regu- l=ations adopted thereunder and the provisions of the Federal Water Pol- lution Control Act, and regulations and guidelines adopted thereunder shall comply with the following: A. Effluent Limitations , Cooling Water 1. The temperature of the discharge shall not exceed 860F at any time. 2. The discharger shall use the best practicable cost effective control technique currently available to limit mineralization to no more than a reasonable increment. 3. The discharge shall not have a pH of less than 6. 5 nor greater than 8.5 . 4. The discharge shall not contain toxic materials in concen- trations detrimental to human, plant, animal , bird, or fish life. B. Effluent Limitations , Process Wastes 1 . The discharge of wastes other than cooling water to surface waters or surface water drainage courses is prohibited. 2. Wastes discharged to land shall not cause degradation of any water supply. C. Receiving Water Limitations 1 . The discharge shall not cause visible oil , grease, scum, or foam in the receiving waters. 2. The discharge shall not cause fungus , slimes , or other ob- jectionable growths in the receiving waters. 3. The discharge shall not cause the concentration of dissolved oxygen in the receiving waters to be less than 7. 0 mg/l . 4. The discharge shall not cause esthetically undesirable dis- coloration of the receiving waters. 2 -
