6 . EN-96-0156 Enforcement case opened for Grading <br /> without a permit and for stockpiling of waste <br /> material without a permit . <br /> 7 . BP-93 -00430 for grading and filling an existing <br /> holding pond no longer required. <br /> The enforcement history on this property is as follows : <br /> ! . May 25, 1993 , A letter was mailed to Mr. Osborn, <br /> Lodi Vintners, Inc . , advising that they had dumped <br /> dirt, rock and debris into the holding ponds without <br /> a permit from this department . They were given until <br /> 6-20-93 , to obtain a grading permit . <br /> 2 . June 21, 1993 , a price list from Triple R Materials <br /> Company who operated a dump on this site . When I <br /> called the phone number on the price list, Dennis <br /> Rippey returned my call advising that he was the <br /> operator of this business and was doing the dumping. <br /> He was informed that dumping without a permit was <br /> illegal and ordered to cease all operations . <br /> 3 . On June 24 , 1993 , a letter to Mr. Osborn and Mr. <br /> Rippey from Jerry Herzick, advising that Jerry and <br /> Chet Davisson had met with Larry Osborn ad issued a <br /> "Stop Work Order, " because the material being used <br /> to mill the holding ponds is in violation of the <br /> Uniform Building Code . This project would now have <br /> to meet the requirements of a landfill . Special <br /> requirements were then placed on the further <br /> operation of the grading permit . (see attachment) <br /> 4 . On September 20 , 1994 , this department issued a <br /> "Notice of Intent to record a code violation, " <br /> regarding the operation of a landfill without a <br /> permit . <br /> 5 . On January 18 , 1995 , this department was notified by <br /> Frank Alegre Trucking Company via Fax that they had <br /> observed two trucks dumping concrete on the property <br /> des.-ribed herein. <br /> 6 . On ?•november 27, 1995 , an inspection of the property <br /> by Jerry Herzick revealed recent dumping of wood, <br /> iron, plastic pipe, brush and concrete with wire and <br /> mesh. A "Stop Work Order, " was issued and they were <br /> ordered to remove all debris no later than January <br /> 15, <br /> 1996 . <br /> 7 . On December 7, '_995, a citation # 3285 was issued to <br /> Mr. Rippey by Jerry Herzick for improper fill <br />
