On April 11, 1996, a "Notice of Code Violation, " was <br /> recorded against the property. <br /> 10 .On October 21, 1996, Jerry Herzick stopped a truck <br /> from dumping concrete with rebar, wire mesh, wood, <br /> and plastic pipe . A second "Stop Work Order, " was <br /> issued and posted on site . <br /> ll .On November 27, 1996, I forwarded a memo to Lisa <br /> Brown of you office and requested assistance in <br /> prosecuting this case . No case was ever filed. <br /> 12 .On March 20 , 1997, Jerry Herzick met with Dennis <br /> Rippey at the site . Mr. Rippey agreed to obtain a <br /> grading permit and would call for inspections prior <br /> to doing any back filling of the rock hauled to the <br /> site . He was also ordered to apply for a Site <br /> Approval Application to permit the operation of <br /> stockpiling of compost material on the site . To date <br /> this application has not been filed. <br /> 13 .On September 11, 1997, I inspected this site with <br /> Mike Huggins and yourself for violations and found <br /> the property to contain a large amount of concrete <br /> debris of the wrong size and containing rebar in the <br /> holding pond. I also observed numerous very large <br /> piles of compost material stored on the site with no <br /> Site Approval Application filed. <br /> 14 .On September 12 , 1997, I again looked at this site <br /> with Mike Huggins and Ed Padilla from the County <br /> Environmental Health Department regarding violations <br /> on this property. <br /> The current violations on this property are : <br /> 1 . Section 9-1905 . 3 Countv Ordinance Code to wit : <br /> Permitting or maintaining a public Nuisance by <br /> Operation of a Landfill not permitted without a <br /> permit . <br /> 2 . Section 9-1905 . 3 County Ordinance Code to wit : <br /> Permitting or maintaining a public Nuisance by <br /> storage and or recycling of trash, junk, asphalt, <br /> concrete and compost not permitted without a permit . <br />
