CA0078069 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> TURNER WINERY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) , finds that: <br /> 1. Turner Winery (hereafter Discharger) , APN No. 013-222-07, submitted a <br /> Report of Waste Discharge, dated 4 September 1985, to discharge waste <br /> under the National Pollutant Discharge Elimination System (NPDES) . The <br /> Winery is owned by Messrs . John R. , James D. , Thomas D. , Ivan D. and <br /> Kenneth W. Turner. <br /> 2. The Discharger discharges an average of 0. 30 mgd of noncontact cooling <br /> water into the Mokelumne River, a water of the United States, at a point in <br /> the N-1/2 of Section 36, T4N, R6E, MDB&M, in the town of Acampo during the <br /> months of August, September, October, and November. <br /> 3. Turner Winery discharges a maximum of 40,000 gallons per day of stillage <br /> wastes, floor and fermentation tank wastewater to land disposal parcels <br /> (see attachment A) during the same period. <br /> 4. The discharge of Turner Winery is presently governed by Waste Discharge <br /> Requirements Order No. 80-055 adopted by the Board on 30 May 1980. <br /> 5. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> San Joaquin River Basin ( 5C) which contains water quality objectives for <br /> all waters of the Basin. These requirements are consistent with the Plan. <br /> 6. The beneficial uses of the Mokelumne River are agricultural supply; <br /> recreation; esthetic enjoyment; and preservation and enhancement of fish, <br /> wildlife and other aquatic resources. <br /> 7. Effluent limitation, and toxic and pretreatment effluent standards , <br /> established pursuant to Sections 301, 302, 304, and 307 of the Clean Water <br /> Act and amendments thereto are applicable to the discharge. <br /> 8. The action to adopt an NPDES permit is exempt from the provisions of the <br /> California Environmental Quality Act (Public Resources Code Section 21000, <br /> et seq. ) , in accordance with Section 13389 of the California Water Code. <br /> 9. The Board has notified the Discharger and interested persons of its intent <br /> to prescribe waste discharge requirements for this discharge and has <br /> provided them with an opportunity for a public hearing and an opportunity <br /> to submit their written views and recommendations. <br />
