WASTE DISCHARGE REQUIREMENTS -2- <br /> TURNER WINERY <br /> SAN JOAQUIN COUNTY <br /> 10. The Board, in a public meeting, heard and considered all comments per- <br /> taining to this discharge. <br /> 11. This order shall serve as a NPDES permit pursuant to Section 402 of the <br /> Clean Water Act, or amendments thereto, and shall take effect ten days from <br /> the date of hearing, provided EPA has no objections. <br /> IT IS HEREBY ORDERED that Turner Winery, in order to meet the provisions <br /> contained in Division 7 of the California Water Code and regulations adopted <br /> thereunder and the provisions of the Clean Water Act and regulations and <br /> guidelines adopted thereunder, shall comply with the following: <br /> A. Effluent Limitations, Cooling Water: <br /> 1. The temperature of the discharge shall not exceed 86°F at any time. <br /> 2. The Discharger shall use the best practicable cost effective control <br /> technique currently available to limit mineralization to no more than <br /> a reasonable increment. <br /> 3. The discharge shall not have a pH less than 6.5 nor greater than 8.5. <br /> 4. The discharge shall not contain any materials in concentrations <br /> detrimental to human, plant, animal , bird, or fish life. <br /> 5. The discharge of wastes other than cooling water to surface waters or <br /> surface water drainage courses is prohibited. <br /> B. Effluent Limitations, Process Wastes: <br /> 1. Wastes discharged to land shall not cause degradation of any water <br /> supply. <br /> 2. Discharge shall remain within the designated disposal area at all <br /> times. <br /> C. Land Disposal System: <br /> 1. Infiltration beds will be leveled to prevent ponding, splash plates <br /> should be provided at the inlets to prevent scouring. <br /> 2. Conveyance systems and infiltration basins shall be adequately <br /> operated and maintained to prevent odor nuisance and fly or mosquito <br /> breeding. <br />
