4 . 2 Waste Managem Costs <br /> The following areas have been identified as sources of <br /> costs associated with waste management and cleanup: <br /> 1. Regulatory oversight compliance support provided by T&D <br /> Environmental Services. <br /> 2 . Paperwork and reporting requirements. <br /> 3 . Laboratory analysis. <br /> 4 . Transportation/treatment/storage/disposal costs. <br /> 5. State taxes and fees associated with waste generation. <br /> Employee exposure to waste is extremely minimal, since the <br /> waste is generally water and sediments which are removed <br /> directly from petroleum product storage tanks by an outside <br /> contractor. The hazards associated with the wastestreams <br /> are much less than those associated with day-to- day <br /> handling of the product. Therefore, the portion of <br /> employee health care and liability insurance associated <br /> with waste generation is considered insignificant. <br /> Future liability costs are considered speculative and <br /> impossible to accurately estimate. <br /> 5. 0 PERIODIC WASTE MINIMIZATION ASSESSMENT <br /> Waste minimization assessment, as indicated by the activities <br /> discussed above in 4 . 1, is ongoing. It mainly focuses on <br /> continuous review of operating practices, the implementation of <br /> new technologies which can be applied to fuel distribution <br /> facilities, and identifying potential problems when a new <br /> chemical or technology is introduced. The summary of wastes <br /> given above illustrates both, under the heading "Waste <br /> Minimization Plans" . <br /> 6. o COST ALLOCATION SYSTEM <br /> The larger costs of disposal of hazardous waste are borne <br /> directly by the generating terminal. These include hiring <br /> contractors, laboratory analysis, recordkeeping, transportation, <br /> treatment and disposal, and purchase and maintenance of <br /> pollution control equipment. Liability insurance is borne by <br /> the Corporation. Overall, the arrangement motivates the <br /> terminals to minimize waste generation, because they pay the <br /> costs directly. <br /> 7 . 0 TECHNOLOGY TRANSFER PACTIVITIES <br /> This section summarizes experiences with technology transfer <br /> with respect to waste minimization and describes the mechanisms <br /> which allow ongoing transfer and review of technologies. <br /> Environmental Services and Engineering Services function as <br /> staff supports to BP oil's Terminals and Distribution system. <br /> I:V.UNUAL8\PNVIR0NQ\ENVIR0N,DOC/¢16.93 179 <br />
