OIL CORPORATION FACILITY LOCATED AT 3505 NAVY DRIVE IN
STOCKTON, CALIFORNIA
On August 16, 1990, a hazardous waste generator inspection was
performed at the above referenced facility. During the course of
the inspection, Public Health Services-Environmental Health
Division representative, Kasey Foley, R.E.H.S. , found a waste
mixture of fuel and storm water that was being transported off site
for recycling without being manifested. B.P. Oil had not performed
an ignitability test to show the flashpoint of the mixture at the
time of our inspection. B.P. Oil has since performed this test
showing that the mixture is not flammable (flash points were 165
and 210 degrees Fahrenheit) . Based on section 25250.3 of the
Health and Safety Code, this mixture appears to be exempt from
regulation. Public Health Services-Environmental Health Division
is requesting your concurrence of this interpretation.
Should you have any questions regarding this letter, please contact
Kasey Foley at (209) 468-3468 .
Jogi Khanna, M.D. , M.P.H.
Health Officer
Ron Valinoti, R.E.H.S. , Director
Environmental Health Division
RV/kf
A Division of San Joaquin Counry Healrh Care Services 40
