As per the OSRP, there are written commitment agreements from Allwaste and Ramos <br /> to respond and provide spill response equipment and experienced crews in case of a <br /> spill which might create a hazardous waste condition. They provide approved clean up <br /> and disposal services. It is the plan to use these contractors immediately after an <br /> emergency for the proper handling and disposing of any products from hazardous <br /> wastes incidents, and for handling contaminated soils or surface water. <br /> Special Procedures if Hazardous Waste Generation or Storage Facilities Stops <br /> Operations In Response to Fire. Explosion or Release <br /> 1. System shall be checked and monitored for leaks, pressure build-up, gas <br /> generation, equipment ruptures or other malfunctions. <br /> 2. Immediately after the emergency, arrangements shall be made to provide for <br /> treating, storing, or disposing of recovered hazardous waste, This hazardous waste <br /> shall be handled in accordance with hazardous waste generator requirements. <br /> 3. In the affected area of the facility: <br /> a. No waste that may be incompatible with the released material shall be <br /> transferred, treated, stored, or disposed of until cleanup procedures are <br /> completed; and <br /> b. All emergency equipment listed in the contingency plan is cleaned and fit <br /> for its intended use before operations are resumed. <br /> 4. Tosco shall notify the Public Health Department, and appropriate state and local <br /> authorities, that the hazardous waste facility is in compliance with the provision of <br /> Item 3 hereinabove before operations are resumed in affected area of the <br /> hazardous waste generator or storage facility. <br /> 5. The Emergency Coordinator shall note in the operating record the time, date, and <br /> details of any incident that required implementing the contingency plan. Within 15 <br /> days after the incident, Tosco shall submit a written report on the incident to the <br /> Public Health Department. The report shall include: <br /> a. Name, address, and telephone number of owner; <br /> b. Name, address, and telephone number of facility; <br /> c. Date, time, and type of incident (e.g. fire, explosion); <br /> d. Name and quantity of material involved; <br /> e. The extent of injuries, if any; <br /> f. An assessment of actual or potential hazards to human health or the <br /> environment, where applicable; and <br /> g. Estimated quantity and disposition of recovered material that resulted from the <br /> incident. <br /> 2of 3 <br />
