1 precautions take to prevent reactions or ignition of the waste in <br />2 the disposal lagoon; each day constitutes a separate and distinct <br />3 violation; <br />4 g) Violations of §67120 in that defendants failed to <br />5 design, construct, construct, and maintain the facility in a <br />6 manner to prevent washout of hazardous wastes by a 100 -year <br />7 flood; each day constitutes a separate and distinct violation; <br />8 h) Violations of §67122 in that defendants failed to main - <br />9 tain facility alarm systems and spill control equipment as <br />10 necessary to assure its proper operation in that: <br />11 i. The requirements of the "Uniform Fire Code," 1982 <br />12 Edition including "Uniform Fire Code Standards," 1982 Edition and <br />13 Appendices I -A, I -B, II -C, II -D, III -A, III -B, V-A, VI -A, <br />14 thereto, have been adopted by the City of Stockton in the <br />15 Stockton Municipal Code §4-001; <br />16 ii. Defendants, and each of them, violated the provi- <br />17 sions of the Fire Code; said acts include but are not limited to <br />18 the following violations of said provisions: <br />19 1) Violation of §10.302(a) in that defendants <br />20 failed to maintain fire extinguishers in an operative condition <br />21 in that on July 2, 1986, several of defendants' fire <br />22 extinguishers required recharging and the Ansul extinguishers <br />23 needed servicing. <br />24 2) Violation of §79.1409 in .that defendants <br />25 failed to make provisions to prevent liquid spills at <br />26 loading/unloading points from entering public sewers and drainage <br />27 systems or public waterways in that defendant's method for <br />28 <br />8. <br />
