NuStar Energy currently owns and operates the Site. <br /> In accordance with the 15 October 2007 Addendum Work Plan for Oxygen Injection Pilot <br /> Testing (Addendum), ConocoPhillips submitted the Report describing baseline conditions in <br /> the source area, downgradient area, and C zone, as observed in eight groundwater monitoring <br /> wells (MW-2, MW-8, MW-10, MW-14, MW-16, MW-176, MW-19C, and MW-20). Based on the <br /> Addendum, ConocoPhillips proposed to conduct groundwater monitoring for geochemical <br /> parameters and petroleum related constituents in these eight monitoring wells at 60 days, <br /> three months, and six months following the oxygen injection. Summary reports will be <br /> prepared after collection of the three- and six-month sampling events. <br /> The baseline monitoring results for the geochemical parameters show that arsenic is present <br /> in concentrations that greatly exceed the California Public Health Goal Water Quality Objective <br /> (WQO) of 0.004 micrograms per liter (pg/L) in all but one monitoring well (MW-8). The high <br /> ferrous iron (Fe ll) and manganese, and low sulfate and nitrate concentrations are indications <br /> that groundwater beneath the site is in a reducing state. The alkalinity concentrations are <br /> moderate, indicating that the aquifer has some buffering capacity. The variable heterotrophic <br /> plate counts show that the potential for biodegradation is slight to moderate. <br /> Baseline monitoring for constituents of concern (COCs) showed that total petroleum <br /> hydrocarbons as diesel (TPHd) was detected in all eight wells in concentrations ranging from <br /> 320 pg/L in MW-8 to 66 pg/L in MW-10. TPH as gasoline (TPHg) detections were limited to <br /> three downgradient wells (MW-16, MW-17B, and MW-20) and exceeded the WQO of 5 pg/L. <br /> Di-isopropyl ether (DIPE) and methyl tertiary butyl ether (MTBE) concentrations also were <br /> highest in these three wells.
