(Earth Tech) submitted the documents on behalf of the ConocoPhillips
Company (ConocoPhillips) for the former Tosco bulk fuel terminal site at 3505 Navy Drive in
Stockton, San Joaquin County (Site). ConocoPhilips conducts groundwater monitoring at the
Site pursuant to Monitoring and Reporting Program (MRP) No. R5-2004-0824.
The Annual Report provides a summary of groundwater monitoring results for 2006 and
compares them to results observed during the fourth quarter. Monitoring for the fourth quarter
was conducted on 11 November 2006. Depth to groundwater (DTW) during the fourth quarter
ranged from about five to about 13 feet below ground surface (bgs). Earthtech calculated that
these elevations were about two feet lower than during first quarter monitoring in February
when groundwater elevations are at their maximum. Earthtech describes the hydrostratigraphy
underlying the Site as consisting of three progressively deeper layers called the A, B, and C
zones. The groundwater gradient and flow direction in the three zones ranged from 0.001 feet
per foot (ft/ft) to 0.003 ft/ft in a southwesterly direction.
California Environmental Protection Agency
2a Rc ci cled Paper
