Mr. Shelby Lathrop - 3 - 16 November 2007
Former Tosco Bulk Terminal No. 100 _
remedial implementation start-up report, which will include the results of the baseline
groundwater monitoring, within four weeks of initiating oxygen injections.
2. Injection wells IP-4 through IP-9 are installed in the vicinity of MW-8. Since 1 August 2006,
groundwater samples from MW-8 have been non-detect or below WQOs for TPHg, TPHd,
and TBA, and MTBE has not been detected above 1.2 pg/L. These low COC
concentrations indicate that the injection wells may not be optimally positioned to address
site contaminants. The well cluster consisting of MW-16, MW-17B, and MW-18C has
higher TPHd and TBA concentrations than MW-8 but is located about 600 feet
(downgradient) to the southwest of injection wells IP-4 through IP-9. The higher COC
detections in the MW-16 well cluster likely would yield more useful Pilot Study data than
will be obtained from MW-8. While there is not an immediate requirement for relocation of
the Pilot Study injection points to the MW-16 cluster, optimization of the injection well
locations is advisable if ConocoPhillips proceeds to implement oxygen injection as the final
remedy.
If you have any questionsr garding this letter, you may contact me at (916) 464-4811 or
betaylor@waterboards.c .gov.
BRIAN TAYLOR, G.
Engineering Ggblogist
cc: Mr. Sean Coyle, SECOR International Incorporated, Rancho Cordova
Mr. Harlin Knoll, San Joaquin County Environmental Health Department, Stockton
Ms. Debbie Callie, Port of Stockton, Stockton
Mr. Mark O'Brien, Port of Stockton/ERSC, Alamo
Mr. Richard Stiffler, City of Stockton — Department of Municipal Utilities, Stockton
Mr. Jeff Kasper, Deputy Port Director, Environmental Planning & Facilities, Stockton
Ms. Carol Campagna, Shell OPUS, Carson
