(Horizon); <br /> • 8 November 2001 Third Quarter Status Report(Third QMR) submitted by Horizon; <br /> • 25 February 2002 Fourth Quarter Status Report(Fourth QMR) submitted by Horizon; and <br /> • 20 March 2002 Work Plan for 72-Hour Pump Test (Work Plan) submitted by URS Corporation <br /> (URS). <br /> The Second QMR was submitted on,behalf of BP Oil Company. In September 2001, Tosco Corporation <br /> (Tosco) and its parent company Phillips Petroleum Company(Phillips) took over the'lead for the site <br /> and subsequent reports were submitted on behalf of Tosco. <br /> The Second, Third, and Fourth QMRs discuss the groundwater monitoring activities conducted in June, <br /> September, and December 2001, respectively. The Work Plan proposes to install a pump test well and <br /> four observation wells to conduct step-drawdown and constant rate pump tests, which will provide <br /> hydraulic conductivity information for the design of a groundwater remediation system. <br /> We have the following comments on these reports: <br /> 1. The Third QMR shows significant decreases in concentrations of total petroleum hydrocarbons <br /> as gasoline In monitoring wells MW-2 and MW-8, but does not discuss them. Tosco must <br /> discuss trends of groundwater pollutant concentrations as required in Monitoring and Reporting <br /> Program (MRP) No. 5-01-814. <br /> 2. The Fourth QMR does not discuss how groundwater samples were collected or include <br /> groundwater contour maps or pollutant concentration maps for all the data obtained during 2001. <br /> These items are required in the MRP as part of the Annual Report. <br /> 3. The Work Plan states the purpose of the pump test is to design a groundwater remediation <br /> system. Based on discussions with you, the purpose of the pump test is to gain data for a <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br /> The energy challenge facing California is real.
