The Work Plan states that the analytical data collected will provide information on the changes in
concentrations over time. The proposed analytical list does not include fuel oxygenates. The Work Plan proposes submitting a draft report in 10 weeks to summarize the pump test
results. Board staff does not review draft submittals. The pump test results must be submitted in
a report that is not labeled "draft."
The Work Plan is hereby approved provided that the above comments are addressed by 26 April 2002.
The report summarizing the results of the pump tests is due by 11 June 2002 and should include a
.schedule for upcoming work and report submittals.
The MRP is an informational requirement under California Water Code Section 13267, is enforceable,
and can result in administrative civil liability(ACL) of up to $1,000 per day if Tosco does not comply
with it.
