STOCKTON <br /> TERMINAL, 2947 NAVY DRIVE, STOCKTON, SAN JOAQUIN COUNTY <br /> Staff of the Regional Water Quality Control Board, Central Valley Region (Regional Water <br /> Board) has reviewed four reports submitted by LFR, Inc. (LFR) on behalf of SFPP, L.P., <br /> operating partnership of Kinder Morgan Energy Partners (KMEP) for the bulk fuel facility at <br /> 2947 Navy Drive in Stockton (site). The following reports were reviewed: <br /> • 1 February 2006 Combined Semiannual and Annual 2005 Groundwater Monitoring <br /> Report (Annual Report) <br /> • 1 August 2006 Second Quarter 2006 Groundwater Monitoring Report (First Semiannual <br /> Report) <br /> • 15 September 2006 Report of Remedial and Soil Sampling Activities Conducted in <br /> Response to the Transmix Pump Back-Pressure Valve Release (Soil Remediation <br /> Report) <br /> • 30 October 2006 Focused Feasibility Evaluation to Address Residual Petroleum <br /> Hydrocarbons in Soil (Feasibility Study) <br /> The Annual Report describes groundwater monitoring activities performed in the third and <br /> fourth quarter 2005 and compiles data from the first two quarters of 2005. The First <br /> Semiannual Report describes groundwater monitoring activities conducted in the first and <br /> second quarter 2006. The Soil Remediation Report documents the 24 July 2006 manifold <br /> area transmix fuel release and associated remedial response activities. The Feasibility Study <br /> presents a focused evaluation of remedial alternatives to address groundwater pollution at the <br /> site. <br /> Information presented in the Annual Report and First Semiannual Report was generally <br /> consistent with historical data. Groundwater samples are collected semiannually during the <br /> second and fourth quarters. Separate phase hydrocarbons (SPH) were not observed during <br /> monitoring activities. The central area of the site south and west of the aboveground storage <br /> tanks exhibited the highest groundwater chemical concentrations.
