Mr. Richard Brandes - 2 - 10 June 2005
3. The Report provides planned upcoming activities of submitting a draft corrective action
plan. ST Services should not submit a draft of the corrective action plan. The plan must
be complete and final. The corrective action plan, which Regional Board staff refers to as
a Cleanup Plan, needs to have sufficient information for the preparation of Waste
Discharge Requirements, as was required for the pilot study. The Cleanup Plan needs to
include the Report of Waste Discharge and application fee. Furthermore, the Cleanup
Plan needs to address the separate phase hydrocarbons observed at the site.
4. All tables that list the pre and post pilot study results need to include a row listing the
baseline levels Regional Board staff concurred with for comparison.
By 19 August 2005,please submit a Cleanup Plan that addresses Comments 3 and 4 above and
is prepared in general accordance with the attached Items To Be Included In A Cleanup Plan.
As of 15 June 2005, I will no longer be the project manager for this site. Until a new project
manager is assigned, correspondence and inquiries should be directed to Mr. Duncan Austin,
who maybe contacted at(916) 464-4712 or daustin@waterboards.ca.gov.
DEVRA LEWIS
Environmental Scientist
Attachment
cc: Ms. Margaret Lagorio, San Joaquin County Environmental Health Department, Stockton
Port of Stockton, Office of Environmental and Regulatory Affairs, Stockton
Mr. Jeffrey Baker, Tesoro Petroleum Companies, Inc., Auburn, WA
Mr. Paul Supple, Atlantic Richfield Company,Moraga
Mr. Mark Chandler,Time Oil Company, Seattle
Mr. Steve Osborn, Kinder Morgan Energy Partners, L.P., Rocklin
Ms. Amanda Spencer, Ash Creek Associates, Inc.,Portland, Oregon
Mr. Rusty Benkosky, SECOR International Inc., Sacramento
