Ms. Vicki Goodenow -2 - 8 July 2009
NuStar Terminals Stockton Fac,,,,,,
The results of the deep grab groundwater sampling will be used to develop a strategy for
proceeding with well installation in the 90-foot bgs water bearing zone.
The Work Plan identifies the well installation and grab groundwater sample locations as
ACA-3 at proposed location P-A, ACA-4 at P-B, and ACA-5 at P-C. Well installations will
include two wells (ACA-4C and ACA-5C) that will be screened between 33 and 45 feet bgs in
a groundwater bearing zone previously identified as the B-zone. The two grab groundwater
samples (ACA-3* and ACA-5*) will be collected from five-foot intervals ranging from 68-73 feet
bgs and 82-87 feet bgs, and correspond to boring locations NS-18 and NS-21, respectively.
Both depths correspond to the previously identified D-zone.
The grab groundwater sample obtained from ACA-5* will be collected about 15 feet deeper
than the previous sample (NS-21) at this location. The ACA-3* grab groundwater sample
collected from the same depth as the deepest NS-18 grab sample where TPHg and TPHd
were detected at 3,800 micrograms per liter (pg/L) and 11,000 pg/L, respectively. This grab
sample will be submitted for the comparative laboratory analysis for TPHd described above.
NuStar anticipates starting field work within 30 days of Central Valley Water Board
concurrence with the Work Plan and will submit a report within 60 days following receipt of the
analytical data.
We concur with the Work Plan and proposed implementation schedule. By 30 October 2009
please submit a report of installation with your recommended locations for the 90-foot bgs well
installations.
If you have any questions r garding this letter, you may contact me at (916) 464-4811 or
beta for waterboards. ov.
BRIAN TAYLOR, P
Engineering Geol gist
cc: Ms. Margaret Lagorio, San Joaquin County Environmental Health Department, Stockton
Ms. Rita Koehnen, Port of Stockton, Stockton
Mr. Joe Aldridge, NuStar Energy L.P, San Antonio Texas
Mr. Sergio Morescalchi, Atlantic Richfield Company, San Ramon, CA
Ms. Amanda Spencer, Ash Creek Associates, Inc., Portland, OR
Mr. Jeremy Hughes, LFR, Granite Bay
Mr. Rusty Benkosky, Stantec Consulting Corporation, Rancho Cordova
