PERMIT/SERVICES <br /> 3450 South 344th Way, Suite 100 <br /> Auburn, WA 98001-5931 <br /> HAND AUGER ASSESSMENT WORK PLAN, MEETING SUMMARY, AND WELL <br /> INSTALLATION REPORT, TESORO STOCKTON TERMINAL, PORT OF <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff reviewed the 18 May 2009 Tank Farm Hand Auger Assessment Work Plan <br /> (Tank Farm Work Plan) submitted on behalf of Tesoro Petroleum Company Inc. <br /> (Tesoro) by Stantec Consulting Corporation (Stantec) for Tesoro's Stockton Terminal. <br /> To assess the current levels of contaminants of concern (COCs) in soil and <br /> groundwater around the bases of two gasoline and one diesel above ground storage <br /> tanks (AGTs), Tesoro is proposing to collect a single soil and grab groundwater sample <br /> from each of 24 hand auger borings. The borings will be advanced to about one foot <br /> below first encountered groundwater, and the soil samples collected from directly above <br /> the groundwater table. All soil and groundwater samples will be analyzed for all known <br /> COCs. <br /> In addition, Tesoro's 3 June 2009 May 1, 2009 Meeting Summary(Meeting Summary) <br /> revised its 8 May 2009 Memorandum of Understanding, May 1, 2009 RWQCB Meeting. <br /> The Meeting Summary was submitted in response to a Central Valley Water Board staff <br /> request and summarizes consensus agreements regarding Tesoro's proposed <br /> TS/RW-1 & TS/RW-2 hydrogen peroxide pilot study. The Meeting Summary clarifies <br /> that background sampling for hexavalent chromium and bromate will be conducted in <br /> five wells, including TONT-3, TS-4R, TS/M-2, and TS-5. <br /> Tesoro's 29 June 2009 Monitoring Well Replacement and Remedial Well Installation <br /> Report (Report) describes the well replacement and installation conducted in April 2009 <br /> in accordance with the 1 April 2009 Monitoring Well Replacement and Hydrogen <br /> Peroxide Pilot Study Work Plan (Work Plan). Monitoring well TS-4 was destroyed and <br /> TS-4R, TS/RW-1 and TS/RW-2 were installed. During the installations of these three <br /> wells, Tesoro encountered soils contaminated with total petroleum hydrocarbons (TPH) <br /> as gasoline up to 4,400 milligrams per kilogram (mg/kg), TPH as diesel up to <br /> 5,900 mg/kg, and lower concentrations of benzene, toluene, ethylbenzene, xylenes, and <br /> methyl tertiary butyl ether.
