Mi Joe Aldridge 3 - 19 August 2008 <br /> S1 Services Stockton Terminal <br /> l <br /> NuStar is proposing to present and discuss these data with Regional Water Board staff <br /> before terminating the investigation and preparing the results report. Based on the plan to <br /> evaluate the multiple criteria presented above to determine the origin of pollution <br /> encountered during the investigation, we concur with NuStar's decision-based phased <br /> approach to involve Regional Water Board staff's continual oversight in the review of the <br /> field and laboratory results to determine whether deeper or additional lateral borings and <br /> wells will be installed. <br /> 2. During our telephone conversation. I also discussed my observation that the Revised Work <br /> Plan also does not elucidate whether soil samples collected during the investigation will be <br /> submitted to the laboratory on an expedited or normal turn around time (TAT). The Email <br /> stipulates that a field decision will be made to determine whether data from any specific <br /> soil sample will be essential in deciding whether step-outs and/or C- and D-zone borings <br /> are warranted. Samples that are needed for decision-making will be sent to the laboratory <br /> on a 24-hour TAT. We concur with this approach, with the provision that Regional Board <br /> staff are involved in selecting which samples are submitted on a 24-.hour TAT and: in . <br /> interpretating the laboratory data regarding boring advancement and well installation. <br /> By 30 September 2008, NuStar needs to implement the vertical groundwater characterization <br /> investigation.
