Program: HW SUMMARY OF VIOLATIONS CLASS I, CLASS II,or MINOR-Notice to Comply) 703. An emergency coordinator information is lacking. There must be at least one emergency coordinator on site or on call to coordinate emergency response measures, and the following information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required information by a phone. Generator has appointed an emergency coordinator and posted it in their Emergency Plan folder located at the hazardous waste storage area, which has phone and other communication devices in the area. Generator stated the employee year round on site also has radio on the person. Violation was corrected on site. 808/809/907. Witnessed one 5-gallon bucket of Universal Waste alkaline batteries, and one 30-gallon trash can of aerosol cans with no cover at the hazardous waste storage area; neither containers have start date of accumulation. Universal Wastes, including aerosol cans, lamps, alkaline batteries, mercury containing switches, CRT, electronic devices, etc. shall be stored in a closed container that prevents breakage and release to the environment, labeled to identify the type of Universal Waste, demonstrate the initial date of accumulation, managed within one year of storage, and retained a copy of the disposal receipt for at least 3 years on site. Immediately dispose of the above Universal Wastes and submit a copy of the disposal receipt to EHD by 07/21/2013. NOTES (The following are not violations) The facility generated 5.2325 tons of hazardous waste in 2013. Facility generates hazardous waste with its equipment maintenance. Facility also generates waste water from tomato washing/evaporation. Signature was refused by generator per company policy; a copy of this report was provided to generator during this inspection. Facility has a Wastewater Discharge Permit to City of Stockton POTW. Waste water is pH adjusted before release. Witnessed location and log of pre-adjusted wastewater sampling. Verified no hazardous waste treatment is being conducted during this inspection. pH level is required by City of Stockton to be between 5 and 10 before release according to generator. Generator stated the filtered solid is handled by Allied Waste (Republic) for agricultural land application. Submit the following to EHD by: 07/21/2013 1) A completed copy of the (provided) Return to Compliance Certification (please keep original for your records). 2) A written statement how each violation was corrected3) Evidence (i.e. photos, disposal receipts, documents) in support of the corrections made. 3) Evidence of correction. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
