(AECOM) has prepared this Work Plan for <br /> destruction of the three (3) groundwater monitoring wells at the former Tyco Electronics Corporation (TEC) <br /> facility at 1950 West Fremont Street in Stockton, California (the site). The wells (MW-1, MW-2, and MW-3), <br /> shown on Figure 1, were installed in June 2008 as part of the Preliminary Endangerment Assessment(PEA) <br /> process initiated under the oversight of the California Department of Toxic Substances Control (DTSC). In a <br /> letter dated September 28, 2009, DTSC concurred that no further groundwater monitoring was needed and <br /> provided approval for abandoning the wells in accordance with California Well Standards(see attached). On <br /> May 12, 2011, DTSC approved a Land Use Covenant restricting site use due to soil containing lead at the site; <br /> however, those restricted areas are below the building and under a pad, areas where none of the three wells are <br /> located. <br /> BACKGROUND <br /> The site consists of a two story concrete tilt-up building with a concrete floor, and associated paved parking <br /> and support areas. Previously, the site operated as a printed circuit board manufacturing facility under TEC <br /> and its predecessor companies. TEC ceased operations at the site in May 2001. The site was purchased in <br /> December 2005 by The Pierce Building LLC., the current property owner. Currently, the site is occupied by a <br /> brewery. <br /> After TEC ceased site operations and post-closure sampling was conducted, DTSC entered into a Consent <br /> Agreement for Corrective Action with TEC in July 2004. Under the Consent Agreement, initial soil and <br /> groundwater sampling was conducted in January 2005 and August 2006 in accordance with DTSC <br /> Preliminary Endangerment Assessment(PEA) guidance. Based on the results of the PEA activities, DTSC <br /> requested that groundwater monitoring wells be installed at the site and a minimum of four consecutive <br /> quarters of groundwater monitoring be conducted to further assess groundwater quality at the site. <br /> Groundwater monitoring was conducted quarterly between June 2008 and July 2009. Based on the <br /> groundwater monitoring program, groundwater issues were not found and it was recommended that no further <br /> groundwater monitoring would be needed. In September 2009, DTSC concurred and provided approval for <br /> abandoning the wells in accordance with California Well Standards. DTSC approved the recommendation of a <br /> Land Use Covenant restricting site use due to soil containing lead. In April 2011, a Corrective Measures <br /> Proposal recommending the Land Use Covenant went through public notice and was approved in May 2011. It <br /> should be noted that the wells are not located within the site restricted areas, which are below the building and <br /> below a concrete pad. <br />
