Box 3608 <br /> Harrisburg, PA 17105-3608 <br /> COMMENTS ON THE QUARTERLY GROUNDWATER MONITORING REPORT FOR <br /> TYCO ELECTRONICS CORPORATION, EPA ID NUMBER CAD109227496 <br /> Dear Mr. Foster: <br /> The Department of Toxic Substances Control (DTSC) has finished the review of the <br /> Groundwater Monitoring Letter Report (report) dated July 31, 2009, together with the <br /> addendum letter.entitled "Risk Calculation for Nickel in Groundwater" dated August 17, <br /> 2009 for Tyco Electronics Corporation (Tyco) located at 1950 West Fremont Street, <br /> Stockton, California 95203. The report and letter were prepared by AECOM formerly <br /> known as Earth Tech located in San Jose, California. <br /> Three groundwater monitoring wells were installed at the site and four quarters of <br /> groundwater monitoring were conducted for metals, VOCs, SVOCs, arid NDMA. Based <br /> on the groundwater monitoring results, only nickel was detected above its reporting limit <br /> and near the Maximum Contaminant Level (MCL) of 0.1 mg/l from Monitoring Well #3. <br /> An additional quarter of monitoring conducted in July 2009 detected 0.13 mg/l nickel <br /> from Monitoring Well #3. The evaluation of the hazard quotient associated with 0.13 <br /> mg/I nickel under residential land use scenario was determined to be 0.4 for a child <br /> receptor. The report recommends no further action regarding the groundwater at the <br /> site and a deed restriction be placed on the property restricting the land use to <br /> commercial/industrial. <br /> DTSC concurs with Tyco's recommendation for no further action on the groundwater. <br /> The groundwater wells should be abandoned following the California Well Standards.
