G -
_ 2085 E. Fremont Street - -
d page 3 of 3 -
San Joaquin County Well Standards must be adhered to while constructing the wells . Of
particular concern at this site is the placement of the grout in the upper annular space of
the well . All grouting material must be installed by use of a tremmie pipe , unless the
interval to be grouted is dry and less than thirty feet in depth . The purpose of the
tremmie pipe is to ensure the grout is placed from the bottom of the annular space to the
surface. Appropriate grouting material is neat cement grout mixed at a ratio of one 94
pound bag of cement per 5-7 gallons of potable water, or neat cement mixed with not
more than 5% bentonite . Please note that "tremmie pipe' is not listed as an acceptable
grouting material. Any accidents that occur during this field operation that results in the
loss of a tremmie pipe during grouting procedures will result in , if need be, destruction of
the boring by overdrilling to remove all contents, and starting over with a new boring . To
be redundant, tremmie pipe is not an acceptable grouting material .
As you have previously been informed , all personnel working at contaminated sites must
be 40-hour OSHA certified , and must wear appropriate personal protective equipment.
Once again , the deadline for re-development of the existing monitoring wells is
July 16 , 2004. The deadline for implementation of the work outlined above is
August 27, 2004. Please proceed with submittal of a San Joaquin County Well Permit
Application and required $89.00 permit fee for each parcel of land on which drilling is
proposed . Access agreements from adjacent property owners and/or City of Stockton
Encroachment permits must be obtained for offsite borings, and copies must be
submitted to SJC/EHD before drilling permits can be issued. Forty-eight hours
notification to SJC%EHD is required prior to all site fieldwork; this includes all quarterly
monitoring and sampling events , and well development activities , including the
re-development of the existing monitoring wells .
If you have any questions please call Lori Duncan at (209) 468-0337.
Donna Heran , REHS, Director
Environmental Health Department
Lori Duncan , Senior REHS Nuel C.
