Under section 3. 0 Scope <br /> of Work, is a bulleted item: Lateral and Vertical Definition of Soil Contamination , in which <br /> WHF proposes the installation of five soil borings to investigate the extent of the soil <br /> contamination , but states that grab groundwater samples will also be collected . WHF <br /> indicates the locations of these borings are marked on Figure 3, but there are no <br /> proposed 'soil borings' demarcated on Figure 3 in the copy of the Work Plan submitted <br /> to SJC/EHD. Later in the same section , 3.0 Scope of Work, in another bulleted item : <br /> Groundwater Monitoring Well Installation, WHF again proposes the advancement of soil <br /> borings by hollow stem auger, this time four borings, and the collection of grab <br /> groundwater samples , but makes no mention of the installation of monitoring wells. Is it <br /> to be inferred that WHF is proposing the advancement of a total of nine soil borings? Or <br /> is it their intent that the soil borings discussed/proposed in the first bulleted item are the <br /> same soil borings discussed in the second bulleted item that will then be converted to <br /> groundwater monitoring wells, even though WHF makes no mention of converting them <br /> to monitoring wells? The only boring WHF clearly states in this Work Plan as intended <br /> for conversion to a monitoring well is the boring proposed to be located on the north side <br /> of the former tank pit location , a location offsite and up gradient to the contaminant <br /> plume at your site, and they make this proposal under the first bulleted item, Lateral and <br /> Vertical Definition of Soil Contamination. <br /> If it is the intent of WHF to install five hollow stem auger borings, collect grab <br /> groundwater samples, destroy the borings and then remobilize to the site and install four <br /> additional hollow stem auger borings to set monitoring wells, SJC/EHD absolutely does <br /> not approve. Any hollow stem auger borings advanced at this site at this time will result <br /> in the completion of groundwater monitoring wells . Groundwater contamination has <br /> already been documented at this site and additional groundwater monitoring wells must <br /> be installed to routinely monitor its lateral and vertical extent. Grab groundwater <br /> samples collected from hollow stem auger borings will be redundant and are not <br /> necessary at this point in the investigation. <br />
