page 2 , 2085 Fremont Street
You are directed to submit a work plan to continue the investigation of the vertical and
lateral extent of the contamination , in both soil and groundwater, which has been
documented at your site. Before the proper location for additional monitoring wells can be
determined , the groundwater flow direction must be calculated from onsite groundwater
elevation data . To properly calculate the groundwater elevation data, and per California
Code of Regulations section 2729. 1 , all monitoring wells must be surveyed to mean sea
level . If this task has not been completed it must be scheduled immediately.
In summary, you are directed to compete the following tasks:
1 . Submit a work plan to continue the investigation of the vertical and lateral
extent of petroleum hydrocarbon contamination at your site. The work plan is
due for submittal no later than December 26 , 2003 .
2. Continue quarterly groundwater monitoring and sampling of all site monitoring
wells. The next event must be scheduled for January 2004. A report of
findings must be submitted within 60 days following the event.
3 . Report to SJC/EHD within five days of the date of this letter that all site
monitoring wells have either been surveyed to mean sea level or are
scheduled to be surveyed .
4 . Have all analytical data from site investigations electronically submitted to
GeoTracker.
As a reminder, your eligibility to the State Water Resources Cleanup Fund is dependent
on your being in compliance with all regulatory directives . If you have any questions ,
please call Lori Duncan at (209) 468-0337.
Donna Heran , REHS, Director
Environmental Health Department
Lori Duncan , Senior REHS Nuel C.
