(WHF) and has the following
comments.
The report documents the installation of four groundwater monitoring wells and two soil
borings in July 2003. Reported analytical results from soil samples collected during the
drilling of the boreholes indicate that the vertical and lateral extent of the contaminant
impact to soil has not been defined .
Please note that the report was titled incorrectly, as no data concerning the sites
groundwater contamination was provided in the report. Though monitoring wells were
installed , you did not have those wells developed and sampled within a reasonable
amount of time following installation , and no groundwater analytical data was submitted
with the report. Therefore, no conclusions concerning the dissolved contaminant
concentrations, trends or groundwater flow direction could be made, and it was
inappropriate for WHF to recommend the installation of more monitoring wells in this
report, without providing this information .
The monitoring wells were developed on September 9, 2003, and finally sampled on
October 10, 2003, more than two months after they were installed . The analytical
laboratory submitted a copy of the groundwater analytical data directly to SJC/EHD on
October 23, 2003. The data documents petroleum hydrocarbon contamination in each
well on site. Therefore , the vertical and lateral extent of the groundwater contamination
has not been defined at your site .
You are directed to continue routine quarterly groundwater monitoring and sampling of all
site monitoring wells until informed otherwise by this agency. A report of findings, which
includes all monitoring and sampling data, evaluation of the data, and calculation of
groundwater gradient and flow direction , must be submitted to SJC/EHD within 60 days
following each event. As you have been previously informed , per California Code of
Regulations Section 2729. 1 Water Code Section 13196 , commonly referred to as AB
2886 , all laboratory analytical results must be electronically submitted to GeoTracker — the
State Water Resources Control Board database program.
