Stoermer:
ATC Associates Inc. , on behalf of the former Stockton Taxi Cab Company is conducting
subsurface investigation activities associated with former underground gasoline storage tanks
(USTs) at 2085 East Fremont Street in Stockton, California (Figures 1 and 2).
Petroleum hydrocarbon impacted soil and groundwater have been documented at 2085 East
Fremont Street and at the former Apache Plastics facility located to the south at 2050 East
Fremont Street. Both the former Stockton Taxi Cab Company and the former Apache Plastics
facility contained USTs that released product to the subsurface. Several groundwater monitoring
wells have been installed at both sites to monitor groundwater quality (Figure 2). Petroleum
hydrocarbons have been detected in groundwater samples collected from groundwater
monitoring wells MW6 and MW9 located in the southeastern portion of the former Stockton
Taxi Cab Company site and in monitoring wells MW6 and MW 10 located in the eastern portion
of the former Apache Plastics facility. The San Joaquin County Environmental Health
Department (SJCEHD) has requested the installation of groundwater monitoring wells on your
property at the locations shown on Figure 2 to evaluate groundwater quality off-site.
To evaluate the lateral extent of petroleum impacted groundwater, ATC is requesting permission
to install four groundwater monitoring wells at your property located at 2080 East Fremont Street
(APN 15343 -005) in Stockton, California. A letter from the SJCEHD approving these locations
is contained in Attachment 1 .
The drilling activities can be completed in two days. Based on the proposed locations of the four
wells and field observations, the drilling activities are not anticipated to effect normal business
activities at your property. Once the wells are installed, ATC personnel will sample them on a
quarterly basis. The wells will be destroyed in accordance with regulatory requirements following
completion of the project.
5:\environmental\28349\letten\accessltr.doc
