Fremont Street
Stockton CA 95205
San Joaquin County Environmental Health Department (SJC/EHD ) has reviewed Feasibility Study
(Study) dated October 1 , 2007, submitted on your behalf by ATC Associates, Inc. (ATC) and has the
following comments.
The Study discusses conducting a soil vapor extraction (SVE) pilot test to target remediation of the
vadose zone soil contamination , and compares groundwater extraction and ozone sparging for
remediation of the groundwater contamination .
Analytical results from soil samples submitted for analysis during the course of the investigation
indicate vadose zone soil contamination is present near the former underground storage tank location ,
and south and southeast of this area as encountered in borings B-2, B-5 and MW- 1 . Boring logs
indicate the vadose zone consists of intermittent mixtures of silt, clay and sand . SJC/EHD agrees with
the recommendation to conduct a SVE pilot test for remediation of the vadose zone contamination.
The Study recommends conducting an ozone sparging pilot test, but did not take into consideration
the requirement of the Regional Water Quality Control Board , Central Valley Region (CVRWQCB) for
conducting bench scale tests on any recommendation to inject a substance other than oxygen or air
into the subsurface. Before an ozone sparging pilot test may be conducted , you must receive
concurrence from the CVRWQCB for injection of the oxidizer. Please contact them for bench scale
test requirements.
Please proceed with submittal of a work plan for conducting the approved SVE pilot test and required
bench scale test. The work plan is due for submittal no later than December 15, 2007.
If you have any questions please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Elnviirronmental Health Department
Lori Duncan , Senior REHS Nuel C.
