Cambria issued this work plan to you on March <br /> 23, 2001 as requested in your February 9, 2001 letter. As a courtesy the work plan was faxed to your <br /> office on March 23, 2001 to allow you to review an advance copy. The work plan was mailed Priority <br /> Mail and should have been received in your office on Monday March 26,2001. <br /> You indicate in your letter, and in a voice mail message to Cambria, that you do not accept faxed work <br /> plans. This is something I did not know. And I find it somewhat curious that you do not accept faxed <br /> documents,but when you approve a work plan,the only notice we get from your office is a fax stating the <br /> work plan is approved. Not only is this fax not followed up by a mailed hard copy,but it only goes to my <br /> Consultant, not to me. Since San Joaquin County Public Health Services (SJCPHS) letters requesting <br /> work plans and investigations are mailed to me (Equiva Services LLC) it seems appropriate that <br /> additional correspondences should also be addressed to me. <br /> I now know that SJCPHS does not accept faxed copies of work plans and I will direct my Consultant not <br /> to submit faxed work plans to your office in the future. And while I would prefer that you direct all <br /> correspondence to my attention and copy my Consultant, I will accept any kind of transmission you offer, <br /> by whatever method, be it regular mail, fax,e-mail or phone call,to me or my Consultant. <br /> You indicated in your letter that we did not comply with your directive to submit a completed <br /> encroachment permit along with our work plan. I would first like to point out that pursuing an <br /> encroachment permit for an offsite drilling location proposed in a work plan that has not been reviewed <br /> by or approved of by your agency is premature. If after your review of the work plan you do not approve <br /> of the proposed drilling location and it needs to be moved, then my Consultant has wasted time and <br /> money pursuing and encroachment permit that may not be needed.
