Fremont St. <br /> Stockton,CA., 95205 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) has <br /> reviewed the "Quarterly Monitoring Report- Second Quarter 1999" submitted by Cambria on <br /> August 6, 1999 and has the following comments. <br /> On May 25, 1999,the depth to first encountered groundwater beneath this site was at 44.21 feet <br /> below ground surface (` bgs) in well S-1. Petroleum concentrations in this monitoring well were the <br /> second highest recorded for this site. <br /> On August 5, 1999,during the third quarter monitoring event, PHS-EHD verified that the depth to <br /> water (DTW) in monitoring well "S-1" has dropped to 45.34'bgs. The rising groundwater trend <br /> that has been monitored over the past year has now appeared to have stabilized. With the full extent <br /> of the changes in the DTW established,the construction specifications for a new monitoring well <br /> can be finalized. The groundwater flow direction, except for November 1998, has been consistently <br /> to the south-southeast. This trend in the gradient now places this site in a position of not having an <br /> "up-gradient" monitoring well. Additional subsurface investigation and a new monitoring well are <br /> required to determine the extents of the groundwater plume and soil contamination. <br /> Recent correspondence refers to EQUIVA in addition to EQUILON. Please advise PHS-EHD of <br /> any new names for the responsible parry and the correct mailing address for each. <br /> Your consultant,Cambria, continues to use PHS-EHD's old post office box. This mailing address <br /> has been discontinued for three years. Please take notice of the correct address at the letterhead <br /> portion of this correspondence. Additionally,the Central Valley Regional Water Quality Control <br /> Board (CVRWQCB) contact has been Mark List for the last two years. Please ensure that <br /> correspondence copies to the CVRWQCB are addressed to him and not Pat Anderson. <br /> The recommendation and conclusion sections in the Quarterly Monitoring Reports (QMR) are <br /> intended to include professional interpretations and long range plans for the site investigation <br /> and/or remediation. Statements like "continue quarterly monitoring" as a recommendation and <br /> "Benzene declined this quarter" as a conclusion, do not adequately address the site's status or plans <br /> for further investigation and/or remediation- <br /> A Division of San Joaquin County Health Care Services <br />
