The county determined that the site contingency
plan was not complete and required an immediate update. As part of the update, Lustre-Cal is
required to obtain a written tank assessment of the waste water treatment units at the facility. The
county is also requiring an assessment of the secondary containment for the waste water
treatment unit. These assessments must be reviewed and certified by an independent, qualified,
professional engineer, registered in California.
2.0 SCOPE OF SERVICES
Terracon Consultants, Inc. (Terracon) has experience in dealing with hazardous waste
regulations including Spill Prevention Control & Countermeasure Plans, Storm Water Pollution
Prevention Plans, and Phase I & 11 environmental assessments. Subsequent to our meeting and
review of the documentation provided, we propose to perform the following scope of work:
1. Perform a tank assessment for the waste water treatment units and secondary
containment in accordance with Title 22 hazardous waste regulations. Seismic
calculations for each tank will be provided in accordance with the California Building
Code.
2.
