Hazardous waste treatment inspection report—1-15-19—violations currently not resolved:
Violation 109- Phase I environmental assessment.
Statement received 3-1-19 states they asked Adv Geo Environmental for a legible copy and will provide it
when received. Nothing has been received by the EHD as of 6-26-19.
Violation 113—PBR information in CERS
Several parts of the Tiered Permitting submittal to CERS need more detail. The Plot Plan must include highlighting of the HW
tanks and lines from the points of generation to the treatment system to the discharge to the City sewer line. The points of
generation are where the plating line and pressure washer water become waste. Include an overall view of the complete system
and also zoomed in maps to show the details. Tanks include the plating line tanks 11 and 12, treatment tank and settling tanks
(after treatment).
The property owner notification letter must include the name, agency and address of the property owner. Also include
verification of letter receipt by the property owner.
The Tiered permit notification indicates 80 gallons of wastewater are treated monthly. This does not agree with the waste
analysis plan spreadsheet which indicates that 10500 + 1500 + 8 gallons of waste water are generated monthly.
Violation 213—Closure certification
Professional Engineer(PE)certification needed for hexavalent chromium treatment unit closure. PE certification has not been received
by the EHD.
Violation 214—Waste Analysis Plan
We'll need to receive the following information for each waste stream that enters the treatment system: chemical composition, physical
and chemical properties,
hazardous waste characteristics, volume treated monthly, and the location of where it is introduced into the treatment system. Provide
analytical data, Safety
Data Sheets, any other documentation.Analytical data must be with samples prepared and analyzed by Title 22 California Code of
Regulation methods for
hazardous waste(not waste water methods). If samples are taken for analysis, describe how, when and where the sampler takes the
sample.
Waste streams listed in documentation:
Tank 1 -ABCO-AC2
Tank 2-Running Rinse
Tank 3-Alumate Etch
Tank 4-Running Rinse
Tank 5-Deoxidizer 710
Tank 6-Running Rinse
Tank 9-Spray and Running Rinse
Tank 10-Hot Water Rinse
Pressure washer waste water
Also describe the treatment process and the waste streams that are the result after treatment. What happens to the wastewater after
treatment?What happens
to the filter cake? What's the monthly volume of each waste?
Garrett Backus, Ld.
