(ATC) has prepared this workplan, on behalf of Diesel Performance Inc. to
conduct a soil vapor survey at the above referenced site located at 2804 East Fremont Street in
Stockton, California (Figure 1). The purpose of the soil gas study is to evaluate the potential for
vapor intrusion hazards from petroleum hydrocarbon impacted soil and/or groundwater beneath
the site with respect to nearby structures. This work was directed by the San Joaquin County
Environmental Health Department (SJCEHD) through email correspondence dated November
4, 2010.
The scope of work includes advancing four soil borings, completing these borings as temporary
soil gas sampling points; chemical analyses of soil gas samples; comparing soil gas analytical
results to the California Human Health Screening Levels (CHHSLs) as provided by the
California Environmental Protection Agency (CAL EPA) and the Environmental Screening
Levels (ESLs) as provided by the California Regional Water Quality Control Board (RWQCB)
San Francisco Bay Region; and preparing a summary report detailing site activities. The scope
of work is described in detail in the following paragraphs.
BACKGROUND
In February 1987, SEMCO removed and disposed of one 3,000-gallon underground storage
tank (UST), associated piping, and fuel dispenser used to store and dispense unleaded
gasoline, at the location shown on Figure 3. A soil sample collected from 13 feet below ground
surface (bgs) contained elevated concentrations of petroleum hydrocarbon contaminants. The
excavation was subsequently backfilled and resurfaced.
On July 23, 1997, an ATC geologist supervised the advancement of five direct-push soil borings
(SB1 through S135) ranging in depth from 6 to 46 feet bgs. Petroleum hydrocarbons were
