Intuitively, if the TPH-g detected in the P-15B sample were <br /> part of a significant mass of dissolved TPH-g originating in the suspected source area(s), one or <br /> more of these sampling points should also have been impacted. As they were not, the EHD <br /> concludes it is not likely that the P-15B "hit" is part of a significant plume originating from your <br /> unauthorized release. <br /> The primary purpose of advancing P-15B was to complete the lateral assessment of the <br /> 1,2-dichloroethane (1,2-DCA) plume down-gradient of MW-4. Noting that 1,2-DCA was not <br /> detected in any grab groundwater samples collected from P-15B, the EHD considers the 1,2-DCA <br /> plume defined down gradient of the source area; therefore, the EHD rescinds the directive by letter <br /> dated May 11, 2009, to submit a work plan addendum to address the collection of a grab <br /> groundwater sample adjacent to P-15B. <br /> The EHD directs the submittal of a comprehensive site closure summary by September 3, 2009. <br /> Include an interpretation of the presence of TPH-g in groundwater collected from P-1513; an <br /> evaluation of soil concentrations that exceed the Environmental Screening Levels (ESLs) (San <br /> Francisco Bay Regional Water Quality Control Board) for gross contamination and direct exposure; <br /> previous and current estimates of the residual TPH-g and total petroleum hydrocarbons quantified <br /> as diesel (TPH-d) masses in soil and groundwater; a site map indicating the correct locations for <br /> P-15 and P-16, and omitting P-17; and nearby sensitive receptors. <br /> If you have any questions, please contact Vicki McCartney by telephone at (209) 468-9852 or by <br /> email at vniecartney(ii',sicehd.coni. <br /> Sincerely, <br /> Victoria L.
