Grewal's Market <br /> Page 2 <br /> 4100 East Fremont Street January 23,2009 <br /> Stockton,California 95215 <br /> In Quarterly Report - Fourth Quarter 2008, AGE recommended limited in-situ chemical oxidation <br /> to remediate the dissolved hydrocarbon plume. Prior to implementing any remediation, the EHD <br /> directs that the petroleum hydrocarbon plume be delineated south of the site; contaminant mass <br /> estimates, supported by calculations, for both sorbed and dissolved MTBE, 1,2-DCA, and TPH-g <br /> be submitted, as well as a fate and transport model of the three substances to assist the EHD to <br /> evaluate the risk posed by the sorbed contaminants. Submit the mass estimates, along with the fate <br /> and transport model to the EHD by April 1, 2009. Once the site is well characterized, if active <br /> remediation appears to be appropriate, several methods for the remediation should be evaluated and <br /> presented in a corrective action plan. l <br /> 1 <br /> By letter dated March 17, 2008, the EHD had directed that soil concentrations of contaminants of <br /> concern that exceeded the Environmental Screening Levels (ESLs) (San Francisco Bay Regional <br /> Water Quality Control Board) for gross contamination and direct exposure be addressed. To date, <br /> the EHD has not received a response to this directive. Submit an evaluation of soil concentrations <br /> that exceed ESLs to the EHD by March 4, 2009. <br /> "Site Background" included in Appendix A of Cone Penetration Testing Site Investigation — <br /> Second Quarter 2008, included information that was incorrect. Specifically, bullet - January 2002 <br /> did not include information about soil borings P-10, P-11, and P-12, and MW-4. Instead, the data <br /> were a repeat of bullet -February 2000. Also the last paragraph of Section 4.0 included misleading <br /> information.
