MEMORANDUM
TO: STEVE SASSON
FROM: MARGARET LAGORIO
DATE: MARCH 3, 1997
RE: 5709 E FREMONT AND 10848 COPPEROPOLIS
This is in response to your memo concerning the above referenced sites,
application for SWRCB EAR funds and your questions.
1. Please find attached a memo from SWRCB to the Regional Board Executive
Officers regarding nominations for the FY 1997-98 EAR Account. Mary
Meays submitted two sites for our county that have documentation that
indicates the site contamination probably impacted groundwater. The above
two sites have soil contamination and there is not sufficient information at this
time to indicate groundwater is probably impacted. I have nominated sites in
the past for this account and have not had any response. Hopefully, this year
we will have a response and find out how to successfully use the account.
2. Our agency does not issue cleanup and abatement orders. This is done by
the Regional Board as they feel it is justified and that they have the time to
follow through on their orders.
3. You should verify with the Assessors records the current property owner. If
there is a new owner, then a NOR should be mailed certified and a letter
requesting further site investigation. If there has been no ownership change
then we can discuss pursuing absent owners.
