Weber Avenue, 3rd Floor <br /> Stockton, California 95202-2708 <br /> RE: Work Plan for Limited Phase II Investigation <br /> PG&E - French Camp - General Construction Yard <br /> 401 French Camp Road <br /> French Camp, California, 95231 <br /> SECOR Project No.: 0507.50224.00.0003 <br /> Dear Mr. Infurna: <br /> On behalf of Pacific Gas and Electric Company (PG&E), SECOR International Incorporated <br /> (SECOR) is pleased to submit to San Joaquin County Environmental Health Department <br /> (SJCEHD) this work plan to perform a limited Phase II Investigation of the above- <br /> referenced location (Site) (Figure 1). Included are a completed Well Permit Application <br /> form and a Master File Record Information form. Per our E-mail communications, the <br /> U checks for the $89.00 permit fee and the $279.00 Site Mitigation fee are being sent via <br /> FedEx to SJCEHD, attention Mr. Michael J. Infurna. Also included are a site-specific Health <br /> and Safety Plan. <br /> BACKGROUND <br /> In June 2005, SECOR performed a Phase I Investigation of the above referenced Site and <br /> submitted to PG&E on September 12, 2005 a report entitled Phase 1 Environmental Site <br /> Assessment Report, Pacific Gas and Electric Company, 401 French Camp Road, French <br /> Camp, California. The Site has been used by PG&E (lessee) as a general construction <br /> yard for pipeline crews in the area since the late 1950s and was purchased by PG&E in <br /> 1991. The Phase I revealed that in 1995 PG&E removed one concrete aboveground <br /> storage tank (AST) (con-vault) with a diesel side and a gasoline side from the location <br /> shown in Figure 2. Information obtained from the San Joaquin County Building Department <br /> indicated that the con-vault consisted of one 500-gallon gasoline AST and one 1,000-gallon <br /> diesel AST. The con-vault reportedly replaced two steel ASTs, which also reportedly <br /> `-' contained diesel and gasoline. The date of the replacement was not known. According to <br /> Chief Richard Rellios of the French Camp Fire Department, no evidence of leaks or <br /> releases was observed at the time of the con-vault removal in 1995. SECOR did not <br /> observe any evidence of spills or leaks near the location of the former AST. According to <br /> the PG&E Area Foreman, there is no evidence that any waste oils were stored onsite and <br /> no evidence of onsite vehicle repairs onsite for over twenty years (limits of his site <br /> knowledge).
