(Stratus). In the Report, Stratus proposed three technologies that could be used to potentially mitigate the site to conditions that would allow consideration for closure. For each remedial technology Status discussed the equipment and maintenance of the technology based on their understanding of subsurface conditions and extent of the impact, and the cost of the proposed remedial work based on an estimation of time necessary to perform remedial efforts. The remedial technology Stratus recommended is Dual Phase Extraction (DPE) . The DPE event objectives are listed below: 1 ) Stratus has proposed a pilot test with a duration of 6 to 12 weeks and if Stratus concludes that DPE effectively removes petroleum hydrocarbon mass from the subsurface the pilot test duration may be extended. Stratus will contact the EHD to discuss potential changes to the duration . 2) Stratus will contact the San Joaquin Valley Air Pollution Control District (SJVAPCD) to obtain a permit to discharge processed soil vapor. 3) Stratus will forward a permit application to the City of Stockton to discharge treated groundwater to the City's sanitary sewer system . 4) Stratus will use a thermal oxidizer DPE system capable of processing a minimum of 250 cfm of air flow. The equipment for the DPE system will be staged within a locked , fenced area to prevent access by the general public. 5) Wells IW- 10, IW-5 , MW-3, MW-9, MW-5B and MW-11 will be used as observation wells during the DPE pilot test. The following parameters will be monitored during the test and recorded on field data sheets: • Induced vacuum in observation wells , • Groundwater elevation in observation wells, • Wellhead vacuum , • Vapor extraction rate, and • Groundwater flow totalizer readings (can be used to calculate groundwater extraction rate) .
