(Stratus). In the Report, Stratus proposed three <br /> technologies that could be used to potentially mitigate the site to conditions that would allow <br /> consideration for closure. For each remedial technology Status discussed the equipment and <br /> maintenance of the technology based on their understanding of subsurface conditions and <br /> extent of the impact, and the cost of the proposed remedial work based on an estimation of time <br /> necessary to perform remedial efforts. The remedial technology Stratus recommended is Dual <br /> Phase Extraction (DPE) . The DPE event objectives are listed below: <br /> 1 ) Stratus has proposed a pilot test with a duration of 6 to 12 weeks and if Stratus <br /> concludes that DPE effectively removes petroleum hydrocarbon mass from the <br /> subsurface the pilot test duration may be extended. Stratus will contact the EHD to <br /> discuss potential changes to the duration . <br /> 2) Stratus will contact the San Joaquin Valley Air Pollution Control District (SJVAPCD) to <br /> obtain a permit to discharge processed soil vapor. <br /> 3) Stratus will forward a permit application to the City of Stockton to discharge treated <br /> groundwater to the City's sanitary sewer system . <br /> 4) Stratus will use a thermal oxidizer DPE system capable of processing a minimum of 250 <br /> cfm of air flow. The equipment for the DPE system will be staged within a locked , <br /> fenced area to prevent access by the general public. <br /> 5) Wells IW- 10, IW-5 , MW-3, MW-9, MW-5B and MW-11 will be used as observation wells <br /> during the DPE pilot test. The following parameters will be monitored during the test and <br /> recorded on field data sheets: <br /> • Induced vacuum in observation wells , <br /> • Groundwater elevation in observation wells, <br /> • Wellhead vacuum , <br /> • Vapor extraction rate, and <br /> • Groundwater flow totalizer readings (can be used to calculate groundwater extraction <br /> rate) . <br />
